❖ The 8th Empowered Programme Committee (EPC) has approved 4 Start-Ups with a grant of approx. INR 50 Lakhs, each. ❖ This was made under the ‘Grant for Research & Entrepreneurship across Aspiring Innovators in Technical Textiles (GREAT)’ scheme. ❖ It also approved a grant of approx. 2022-23 ஆம் நிதியாண்டு முதல் 2026-27 ஆம் நிதியாண்டு வரையிலான ஐந்து ஆண்டு கால கட்டத்திற்கு மத்திய அரசின் நிதியுதவியினைப் பெறும் புதிய இந்தியா எழுத்தறிவுத் திட்டம் (NILP) செயல்படுத்தப்பட்டு வருகிறது. இந்தத் திட்டம் ஆனது 15 வயது மற்றும் அதற்கு மேற்பட்ட வயதுடைய 5.00 கோடி எழுத்தறிவு இல்லாதவர்களுக்கு கல்வி அளிப்பதை இலக்காகக் கொண்டுள்ளது. இதற்காக, கல்வி அமைச்சகம் (MoE) ஆனது 'எழுத்தறிவு' மற்றும் 'முழு அளவிலான எழுத்தறிவு' அடைவதன் அர்த்தம் யாது என்பதை வரையறுத்துள்ளது. கல்வியறிவு (எழுத்தறிவு) என்பது படிக்க, எழுத மற்றும் புரிந்து கொண்டு கணக்கிடும் திறன் என்று வரையறுக்கப்பட்டுள்ளது. இதில் எண்ணிம கல்வியறிவு, நிதியியல் கல்வியறிவு போன்ற முக்கியமான வாழ்க்கைத் திறன்களை அடையாளம் கண்டு, புரிந்து கொள்வது, விளக்குவது மற்றும் உருவாக்குவது ஆகியவை அடங்கும். முழு அளவிலான கல்வியறிவு என்பது 100% கல்வியறிவிற்குச் சமமானதாக கருதப்பட வேண்டும். மாநிலம்/ஒன்றியப் பிரதேசத்தில் 95% கல்வியறிவு நிலையினை அடைவது, முழு கல்வி அறிவிற்குச் சமமாக கருதப்படலாம்.

Definition of Literacy and Full Literacy

❖ The Centrally Sponsored New India Literacy Programme (NILP) has implemented during five years from the FYs 2022-23 to 2026-27. ❖ The scheme aims to cover a target of 5.00 crore non-literates in the age group of 15 years and above. ❖ For this, the Ministry of Education (MoE) has defined ‘literacy,’ and what it means to achieve ‘full literacy.’ ❖ It has stated that the literacy may be understood as the ability to read, write, and compute with comprehension. ❖ It includes to identify, understand, interpret and create along with the critical life skills such as digital literacy, financial literacy etc. ❖ Full literacy is to be considered equivalent to 100% literacy. ❖ Achieving 95% literacy in a State/UT that may be considered as equivalent to fully literate. ❖ According to the Census 2011, India faces a significant literacy challenge, with 25.76 crore non-literate individuals in the 15 years and above age group. ❖ It was comprising 9.08 crore males and 16.68 crore females. ❖ The Saakshar Bharat programme has certified 7.64 crore individuals as literate between 2009-10 and 2017-18. ❖ Still approximately 18.12 crore adults in India remain non-literate.

Vigyan Dhara scheme

❖ The Union Cabinet decided to merge several existing science promotion programs being run by the Department of Science and Technology (DST) under a new initiative called Vigyan Dhara. ❖ It merges schemes including the INSPIRE programme that works to attract young talent to science research. ❖ Vigyan Dhara has three broad components o Science and technology institutional and human capacity building o Research and development; and • o Innovation, technology development and deployment. ❖ Cabinet also approved the Bio E3-Biotechnology for Economy, Environment, and Employment policy to foster high-performance biomanufacturing. ❖ The Bio E3 Policy will promote a future that is more sustainable, innovative, and responsive to global challenges.
