TRAI ஆணையத்தின் புதிய தொலைத்தொடர்பு விதிமுறைகள் 2024

இந்தியத் தொலைத்தொடர்பு ஒழுங்குமுறை ஆணையம் (TRAI) ஆனது, சமீபத்தில் 2024 ஆம் ஆண்டு தொலைத்தொடர்பு நுகர்வோர் பாதுகாப்பு (பன்னிரண்டாவது திருத்தம்) விதிமுறைகளை வெளியிட்டுள்ளது. குறுஞ்செய்தி (SMS) மற்றும் தொலைபேசி அழைப்புப் பலன்களை மட்டுமே கொண்டு கட்டணத் திட்டங்களை வழங்குமாறு சேவை வழங்கீட்டு நிறுவனங்களுக்கு இதில் வலியுறுத்தப்பட்டுள்ளது. இந்த நடவடிக்கையானது சுமார் 150 மில்லியன் 2G பயனர்களுக்கும் இரண்டு SIM அட்டைகளை வைத்திருப்பவர்களுக்கும் உதவும் என எதிர்பார்க்கப்படுகிறது. இது பயனர்கள் தாங்கள் பயன்படுத்த விரும்பும் சேவைகளுக்கு மட்டுமே பணம் செலுத்த வழி வகுக்கிறது. TRAI நிறுவனமானது வாடிக்கையாளர்கள் பயன்பெறும் வகையில் சிறப்புக் கட்டணத் திட்டங்களின் (STV) செல்லுபடிக் காலத்தினை 90 நாட்களில் இருந்து 365 நாட்களாக அதிகரிக்குமாறும் தொலைத்தொடர்பு நிறுவனங்களுக்கு வலியுறுத்தியுள்ளது.

TRAI New Telecom Regulations 2024

❖ The Telecom Regulatory Authority of India (TRAI) issued the Telecom Consumers Protection (Twelfth Amendment) Regulations 2024. ❖ It is mandating the operators to issue tariff plans with only SMS and voice call benefits. ❖ The move is expected to help around 150 million 2G users and those who have two SIM cards. ❖ This allows users to pay only for the services that they want to use. ❖ TRAI has also mandated telcos to increase the validity of Special Tariff Vouchers (STV) from 90 days to 365 days to benefit consumers.

விபத்தில் பாதிக்கப்பட்டவர்களுக்குக் காப்பீடு

'இன்னுயிர் காப்போம் நம்மை காக்கும் 48' திட்டத்தின் கீழ் விபத்தில் பாதிக்கப் பட்டவர்களுக்கு சுமார் 2 லட்சம் ரூபாய் வரையிலான சிகிச்சைக்கான காப்பீட்டுத் தொகையை தமிழ்நாடு மாநில அரசு உயர்த்தியுள்ளது. 2021 ஆம் ஆண்டு டிசம்பர் 18 ஆம் தேதி தொடங்கப்பட்ட இத்திட்டத்தின் கீழ் இதுவரை விபத்தில் பாதிக்கப்பட்ட சுமார் 3,20,264 நபர்களின் முதல் 48 மணி நேரங்களுக்கான மருத்துவமனை சிகிச்சைக்கான செலவிற்கு அரசு காப்பீடு வழங்கியுள்ளது. தற்போது, 248 அரசு மற்றும் 473 தனியார் மையங்கள் உட்பட 721 சுகாதார மையங்கள், இத்திட்டத்தின் கீழ் சிகிச்சை அளிப்பதற்காக பதிவு செய்யப்பட்டுள்ளன.  மதுரை அரசு ராஜாஜி மருத்துவமனை மற்றும் திருவண்ணாமலை மற்றும் விழுப்புரம் ஆகிய மாவட்டங்களில் உள்ள அரசு மருத்துவக் கல்லூரி மருத்துவமனைகளுக்கு இந்தத் திட்டத்தின் கீழ் சிறப்பாக செயல்பட்டதற்காக விருதுகள் வழங்கப்பட்டன. சென்னை ராஜீவ் காந்தி அரசு பொது மருத்துவமனைக்குச் சிறப்பு பரிசும் வழங்கப் பட்டது.

Insurance cover for accident victims

❖ The Tamilnadu state government has raised the insurance cover for the treatment up to ₹2 lakh for accident victims under the ‘Innuyir Kappom Nammai Kaakkum 48’ scheme. ❖ So far 3,20,264 persons had benefited under the scheme which was launched on December 18, 2021, by absorbing the cost of hospitalisation for the first 48 hours of accident victims. ❖ Currently, 721 healthcare facilities, including 248 government and 473 private facilities, are empanelled to provide treatment under the scheme. ❖ The Government Rajaji Hospital, Madurai, and the Government Medical College hospitals in Villupuram and Tiruvannamalai were given awards for their performance in connection with the scheme. ❖ A special prize was also given to the Rajiv Gandhi Government General hospital, Chennai.

43 ஆண்டு கால இடைவெளிக்குப் பிறகு இந்தியப் பிரதமர் குவைத் பயணம் மேற் கொண்டுள்ளார். அவர் 26வது அரேபிய வளைகுடா கோப்பையின் பெரும் தொடக்க விழாவில் 'கௌரவ விருந்தினராக கலந்து கொண்டார். அவருக்கு விசாம் முபாரக் அல்-கபீர் அல்லது ஆர்டர் ஆஃப் முபாரக் தி கிரேட் விருது வழங்கப்பட்டது. இது அவருக்கு ஓர் உலக நாடு வழங்கிய 20வது சர்வதேச விருது ஆகும். இங்கிலாந்தின் இராணி இரண்டாம் எலிசபெத், முன்னாள் அமெரிக்க அதிபர்களான ஜார்ஜ் H.W. புஷ் மற்றும் பில் கிளிண்டன், சவுதி அரேபியாவின் மன்னர் சல்மான் மற்றும் பலர் இந்த விருதைப் பெற்றவர்கள் ஆவர். குவைத்தின் மொத்த மக்கள் தொகையில் இந்தியர்கள் சுமார் 21 சதவீதம் (1 மில்லியன்) மற்றும் அதன் பணியாளர்களில் 30 சதவீதம் (சுமார் 9 லட்சம்) பேர் இந்தியர்கள் ஆவர். குவைத் நாட்டின் உடனான இருதரப்பு வர்த்தகம் ஆனது 2023-24 ஆம் நிதியாண்டில் 10.47 பில்லியன் டாலர் மதிப்புடையதாக இருந்தது. * குவைத் நாடானது, நாட்டின் எரிசக்தி தேவையில் சுமார் 3% பூர்த்தி செய்வதுடன் இந்தியாவின் ஆறாவது பெரிய கச்சா எண்ணெய் வழங்கீட்டு நாடாக உள்ளது. குவைத் நாட்டிற்கான இந்திய ஏற்றுமதிகள் முதன்முறையாக 2 பில்லியன் டாலரை எட்டியது அதே நேரத்தில் இந்தியாவில் குவைத் முதலீட்டு ஆணையத்தின் முதலீடுகள் 10 பில்லியன் டாலர் மதிப்பினைத் தாண்டியது. இதற்கு முன்னதாக 1981 ஆம் ஆண்டில் அப்போதைய இந்தியப் பிரதமர் இந்திரா காந்தி குவைத் நாட்டிற்குப் பயணம் மேற்கொண்டார்.

Indian Prime Minister’s Kuwait visit

❖ Indian prime minister visited Kuwait after a 43 years gap. ❖ He attended the opening ceremony of the 26th Arabian Gulf Cup as ‘Guest of Honour’. ❖ He was awarded with the Wisam Mubarak al-Kabeer, or the Order of Mubarak the Great. ❖ It is the 20th international award bestowed upon him by a country. ❖ The other recipients of this award include Queen Elizabeth II of England, former American Presidents George HW Bush and Bill Clinton, King Salman of Saudi Arabia and etc. ❖ The Indians constitute 21 per cent (1 million) of the total population of Kuwait and 30 per cent of its work-force (around 9 lakhs). ❖ Kuwait’s bilateral trade valued at $10.47 billion in the financial year 2023-24. ❖ Kuwait is India's sixth largest crude supplier, meeting 3% of the country's energy needs. ❖ Indian exports to Kuwait reached $2 billion for the first time, while investments by the Kuwait Investment Authority in India exceeded $10 billion. ❖ Earlier the then Indian prime minister Indira Gandhi visited Kuwait in 1981

வேளாண்மை குறித்த பாராளுமன்ற நிலைக் குழு 2024

* குறைந்தபட்ச ஆதரவு விலையில் சட்டப்பூர்வ உத்தரவாதத்தை நடைமுறைப் படுத்தச் செய்வதற்குப் பாராளுமன்றக் குழு பரிந்துரைத்துள்ளது. பஞ்சாப் மாநிலத்தின் முன்னாள் முதல்வர் சரண்ஜித் சிங் சன்னி தலைமையில் இந்தக் குழு அமைக்கப்பட்டுள்ளது. விவசாயிகள் கறவை மாடுகள் வகை சாரா கால்நடைகளை வளர்ப்பதற்கு மானியம் வழங்க இது பரிந்துரைத்துள்ளது. கால்நடைகளுக்கு காப்பீடு செய்வதற்கான நிதி ஒதுக்கீட்டை அதிகரிக்குமாறு மத்திய அரசை இக்குழு கேட்டுக் கொண்டது. ஏற்கனவே 193.46 மில்லியன் கால்நடைகள் மற்றும் 109.85 மில்லியன் எருமை மாடுகள் என்ற அளவிலான தெருக்களில் ஆதரவற்று விடப்பட்ட கால்நடைகளின் மிகப்பெரும் எண்ணிக்கையானது மேலும் அதிகரிப்பதைத் தடுக்க வேண்டும் என்றும் இக்குழு கூறி உள்ளது. பயிர் எச்சம் அல்லது தாளடிகளை எரிப்பதைத் தடுப்பதற்காக விவசாயிகள் அவற்றை முறையாக நிர்வகிப்பதற்கும் அகற்றுவதற்கும் இழப்பீடு வழங்க வேண்டும் என்று குழு பரிந்துரைத்துள்ளது. PM-KISAN சம்மான் நிதி திட்டத்தின் கீழ் வழங்கப்படும் பண உதவியை ஆண்டிற்கு 6,000 ரூபாயில் இருந்து 12,000 ரூபாயாக அதிகரிக்க குழு முன்மொழிந்துள்ளது. விவசாயிகளின் துயரம் மற்றும் கடனைத் திருப்பிச் செலுத்த முடியாமல் தற்கொலை செய்து கொள்வதைத் தடுக்க விவசாயிகள் மற்றும் வேளாண் தொழிலாளர்களின் கடன்களைத் தள்ளுபடி செய்யும் திட்டத்தை அறிமுகப்படுத்துமாறு இது கோரியுள்ளது. 2 ஏக்கர் வரை நிலம் வைத்திருக்கும் சிறு விவசாயிகளுக்குக் கட்டாயப் பொதுப் பயிர்க் காப்பீட்டை அறிமுகப்படுத்தவும் இக்குழு பரிந்துரைத்துள்ளது.

தமிழ்நாடு அரசின் நிலையான நிலப் பயன்பாட்டுக் கொள்கை வரைவு

மாநில அரசானது, 2004 ஆம் ஆண்டு தமிழ்நாடு நிலப் பயன்பாட்டுக் கொள்கையின் வரைவினை வகுத்த இருபது ஆண்டுகளுக்குப் பிறகு, மாநிலத் திட்ட ஆணையமானது (SPC) தமிழ்நாடு நிலையான நிலப் பயன்பாட்டுக் கொள்கை வரைவினை (SLUP) தயாரித்துள்ளது. மிகவும் நீண்ட கால நிலைத்தன்மை இலக்குகளுடன் கூடிய நிலப் பயன்பாட்டினைச் சீரமைப்பதன் மூலம் நகரமயமாக்கல், சுற்றுச்சூழல் வளங்காப்பு மற்றும் பெரும் பொருளாதார மேம்பாடு ஆகியவற்றை இது நோக்கமாகக் கொண்டுள்ளது. ஒரு நிலத்தை மேம்பாட்டு, வளங்காப்பு, வேளாண்மை மற்றும் மாறுதல் மண்டலங்களாக மாற்றுவதற்காக என, நகர்ப்புற வளர்ச்சியை மேம்படுத்துவதற்கும், சுற்றுச்சூழல் அமைப்புகளைப் பாதுகாப்பதற்கும், வேளாண்மையினை மிகவும் நன்கு ஆதரிப்பதற்கும், மேம்பாட்டினைக் கட்டுப்படுத்துவதற்கும் இது முன்மொழிகிறது.  ஒருங்கிணைக்கப்பட்ட இடஞ்சார்ந்தத் திட்டமிடல், வள மேலாண்மையில் நிலையான நடைமுறைகள் மற்றும் நீடித்த நிலையான மேம்பாட்டு இலக்குகளுடன் (SDGs) நன்கு ஒருங்கிணைத்தல் ஆகியவற்றையும் இந்தக் கொள்கை வலியுறுத்துகிறது. 2023 ஆம் ஆண்டு தமிழ்நாடு வேலைவாய்ப்புக் கொள்கை, தண்ணீர்க் கொள்கை மற்றும் தெரு நாய் மேலாண்மை மற்றும் ஒழுங்குமுறைக் கொள்கை ஆகியவையும் ஆணையத்தினால் சமர்ப்பிக்கப்பட்ட மற்ற மூன்று கொள்கைகளாகும்.

Parliamentary Standing Committee on Agriculture 2024

❖ A parliamentary committee has recommended implementing a legal guarantee on Minimum Support Price. ❖ The committee, chaired by former Punjab Chief Minister Charanjit Singh Channi. ❖ It has recommended subsidies for farmers to keep non-milching animals so that they can manage the problem of stray cattle. ❖ The panel asked the Centre to increase the allocation for insuring livestock. ❖ The panel said there is also need to prevent further growth of stray cattle from the already existing livestock population of 193.46 million cattle and 109.85 million buffaloes. ❖ The committee has recommended that farmers be compensated for managing and disposing of crop residue, or parali, to prevent them from burning it. ❖ The committee has proposed increasing monetary support under the PM-KISAN Samman Nidhi scheme from Rs 6,000 per annum to Rs 12,000 per annum. ❖ It also asked to introduce a scheme to waive off the debts of farmers and the farm labourers to combat the rise in farmer distress and suicides over debt repayment ❖ The committee suggested implementing compulsory universal crop insurance for smallholder farmers with landholdings of up to 2 acres.

TN sustainable land use policy - draft version

❖ Twenty years after the state government devised a Draft Tamil Nadu Land Use Policy 2004, the State Planning Commission (SPC) has prepared a draft Sustainable Land Use Policy of Tamil Nadu (SLUP) ❖ It aims to address the urbanisation, environmental conservation, and economic development by aligning land use with long-term sustainability goals. ❖ It proposes the zoning land into development, conservation, agricultural and transition zones to optimise the urban growth, to protect ecosystems, to support agriculture, and regulate development. ❖ The policy also emphasises coordinated spatial planning, sustainable practices in resource management, and alignment with Sustainable Development Goals (SDGs). ❖ The other three policies submitted were the Tamil Nadu Employment Policy 2023, the Water Policy, and the Community Dog Management and Regulation Policy
