Nor’westers research testbed

India is establishing its first research testbed to study severe thunderstorms known as Nor’westers, primarily affecting the eastern and northeastern regions. ❖ It aims to study thunderstorms from the formation stage, growth, and propagation over eastern parts of the country. ❖ This will be done using meteorological instruments, drones, and other equipment that will aid in the systematic tracking of thunderstorms. ❖ Originating over east and northeast India, south Nepal, Bhutan and Bangladesh, the nor’westers are extremely severe thunderstorms accompanied by squally winds.

SC order on UAPA

The Supreme Court declared as illegal News Click founder and Editor-in-Chief Prabir Purkayastha's arrest by the Delhi police and his remand in a case under the Unlawful Activities (Prevention) Act 1967.  ❖ It is alleged that the news portal received foreign funds in violation of the FCRA case. ❖ In October last year, Purkayastha was arrested by the Delhi Police Special Cell under the UAPA. ❖ His arrest came after several raids conducted following a New York Times article which claimed that News Click was being paid by an American billionaire to promote Chinese propaganda.

2024 ஆம் ஆண்டு உள்நாட்டுப் புலம்பெயர்வு பற்றிய உலகளாவிய அறிக்கையினை (GRID-2024) ஜெனீவாவில் அமைந்துள்ள உள்நாட்டுப் புலம்பெயர்வு கண்காணிப்பு மையம் (IDMC) வெளியிட்டுள்ளது. முந்தைய ஆண்டில் 71.1 மில்லியனாக இருந்த உள்நாட்டில் புலம்பெயர்ந்தவர்களின் எண்ணிக்கையானது 2023 ஆம் ஆண்டில் 75.9 மில்லியனாக அதிகரித்துள்ளது. உள்நாட்டுப் புலம்பெயர்வு என்பது "ஓர் ஆண்டில் தங்கள் நாட்டின் எல்லைகளுக்கு உள்ளேயே மக்கள் கட்டாயமாக புலம் பெயரச் செய்யப்பட்டதைக் குறிக்கிறது". 2022-2023 ஆம் ஆண்டில், குறிப்பாக கடந்த இரண்டு ஆண்டுகளில் மோதல்கள் மற்றும் வன்முறைகள் அதிகப் புலம்பெயர்வுகளை ஏற்படுத்தியுள்ளன. 2023 ஆம் ஆண்டின் இறுதியில் 68.3 மில்லியன் மக்கள் மோதல் மற்றும் வன்முறையின் காரணமாக உள்நாட்டிலேயே புலம்பெயர்ந்துள்ளனர். சூடான், சிரியா, காங்கோ ஜனநாயகக் குடியரசு, கொலம்பியா மற்றும் ஏமன் ஆகியவை உலகின் உள்நாட்டிலேயே புலம்பெயர்ந்த மக்களில் ஏறக்குறைய பாதிப் பங்கினை கொண்டுள்ளன. இது 2022 ஆம் ஆண்டின் எண்ணிக்கையை விட 49 சதவீதம் அதிகமாகும். பேரழிவின் காரணமாக உள்நாட்டிலேயே புலம் பெயர்ந்த மக்களின் எண்ணிக்கை 2023 ஆம் ஆண்டின் இறுதியில் 7.7 மில்லியனாக இருந்தது; அதில் நான்கில் ஒரு பங்கு நிலநடுக்கங்களால் ஏற்பட்ட புலம் பெயர்வு ஆகும். வானிலை தொடர்பானப் பேரழிவுகள் காரணமாக ஏற்பட்ட உள்நாட்டுப் புலம்பெயர்வு 2022 ஆம் ஆண்டுடன் ஒப்பிடும்போது 2023 ஆம் ஆண்டில் மூன்றில் ஒரு பங்கு குறைந்து உள்ளது.  ஒட்டு மொத்தமாக, 2023 ஆம் ஆண்டில் ஏற்பட்ட உள்நாட்டுப் புலம் பெயர்வுகளில் 56 சதவீதம் பேரழிவுகளாலும், மற்றவை மோதல்களாலும் வன்முறையாலும் ஏற்பட்டவை ஆகும்.

நுகர்வோர் பாதுகாப்புச் சட்டத்தில் இருந்து விலக்கு

1986 ஆம் ஆண்டின் நுகர்வோர் பாதுகாப்புச் சட்டத்தின் கீழ், சேவைக் குறைபாட்டிற்கு வழக்கறிஞர்கள் பொறுப்பேற்க முடியாது என்று உச்ச நீதிமன்றம் தீர்ப்பளித்துள்ளது. வழக்கறிஞருக்கு எதிராக இது தொடர்பாக எழுப்பப்பட்ட ஒரு புகாரை நுகர்வோர் மன்றத்தில் விசாரிக்க முடியாது என்று நீதிமன்றம் தீர்ப்பளித்துள்ளது. நுகர்வோர் பாதுகாப்புச் சட்டத்தின் கீழ் மருத்துவ வல்லுநர்கள் பொறுப்புக் கூற வேண்டும் என்ற 1996 ஆம் ஆண்டின் தீர்ப்பை மறுபரிசீலனை செய்ய வேண்டும் என்றும் நீதிமன்றம் சுட்டிக் காட்டியது. உச்ச நீதிமன்றத்தின் கூற்றுப்படி, 2019 ஆம் ஆண்டில் திருத்தம் செய்யப்பட்ட, 1986 ஆம் ஆண்டு நுகர்வோர் பாதுகாப்புச் சட்டமானது நியாயமற்ற வர்த்தக நடைமுறைகள் மற்றும் நெறிமுறையற்ற வணிக நடைமுறைகளிலிருந்து நுகர்வோருக்குப் பாதுகாப்பு வழங்குவதற்கானதாகும். இந்தச் சட்டத்தின் வரம்பிற்குள் தொழில்கள் அல்லது தொழில் வல்லுநர்களை உள்ளடக்கியதாக சட்டமன்றம் பரிந்துரைத்ததாக எதுவும் பதிவு செய்யப் படவில்லை. வழக்கறிஞர்கள் உரிமையியல்/குற்றவியல் சட்டத்தின் கீழ் பொறுப்பேற்க வேண்டுமே

Global Report on Internal Displacement 2024

The Global Report on Internal Displacement 2024 (GRID-2024) was released by the Geneva-based Internal Displacement Monitoring Centre (IDMC). ❖ In 2023, the number of internally displaced people increased to 75.9 million, from 71.1 million in the preceding year. ❖ Internal displacement is the number of forced movements of people within the borders of their country recorded during (a) year. ❖ During 2022-2023, conflicts and violence causing more displacements, particularly in the last two years. ❖ 68.3 million people were living in internal displacement as a result of conflict and violence at the end of 2023. ❖ Sudan, Syria, the Democratic Republic of the Congo (DRC), Colombia and Yemen host nearly half of the world’s internally displaced people. ❖ This is a 49 per cent increase over the 2022 figure.

Exemption from Consumer Protection Act

The Supreme Court ruled that advocates cannot be held liable under the Consumer Protection Act of 1986 for deficiency in service. ❖ The court ruled that a complaint to this effect against an advocate was not maintainable before a consumer forum. ❖ The court also indicated that its 1996 decision that held medical professionals accountable under the Consumer Protection Act may need to be revisited. ❖ As per the SC, CP Act, 1986 as re-enacted in 2019 was to provide protection to the consumers from the unfair trade practices and unethical business practices only. ❖ There is nothing on record to suggest the Legislature ever intended to include the Professions or the Professionals within the purview of the Act. ❖ Advocates must be liable under civil/criminal law, not consumer law.

மே 01 ஆம் தேதியன்று, ஐக்கிய நாடுகள் சபையினால் அங்கீகரிக்கப்பட்ட தேசிய மனித உரிமைகள் நிறுவனங்களின் உலகளாவியக் கூட்டணியானது (GANHRI) தேசிய மனித உரிமைகள் ஆணையத்திற்கான அங்கீகாரத்தை தொடர்ந்து இரண்டாவது ஆண்டாக ஒத்தி வைத்தது. இந்தச் செயல்முறையானது ஐக்கிய நாடுகள் சபையினால் அங்கீகரிக்கப்பட்ட தேசிய மனித உரிமைகள் நிறுவனங்களின் உலகளாவியக் கூட்டணியினால் (GANHRI) நிர்வகிக்கப் படுகிறது. தேசிய மனித உரிமைகள் ஆணையம் ஆனது 1999 ஆம் ஆண்டு முதல் 'A தரவரிசையினை கொண்டுள்ளது. கடந்த ஆண்டு ஜெனீவாவில் அமைந்துள்ள அமைப்பிடமிருந்து மறு அங்கீகாரம் பெற இருந்தது. GANHRI உலகளவில் 120 தேசிய மனித உரிமை நிறுவனங்களை ஒருங்கிணைக்கிறது.  1993 ஆம் ஆண்டில் ஏற்றுக்கொள்ளப்பட்ட பாரீஸ் கோட்பாடுகளுக்கு இணங்க தேசிய மனித உரிமை ஆணையங்களை மதிப்பாய்வு செய்வதற்கும் அங்கீகாரம் வழங்குவதற்குமான பொறுப்பினை இந்த அமைப்பு கொண்டுள்ளது.  அங்கீகார வழங்கீட்டிற்கான துணைக் குழு (SCA) ஆனது, அமெரிக்கா, ஐரோப்பா, ஆப்பிரிக்கா மற்றும் ஆசியா-பசிபிக் ஆகிய நாடுகளில் உள்ள ஒவ்வொரு பிராந்தியத்திலிருந்தும் நான்கு என பதினாறு 'A' தரவரிசை கொண்ட தேசிய மனித உரிமைகள் ஆணையங்களைக் கொண்டுள்ளது. இந்த முடிவு ஆனது மனித உரிமைகள் சபை மற்றும் சில ஐக்கிய நாடுகள் பொது சபை அமைப்புகளில் வாக்களிக்கும் இந்தியாவின் திறனைப் பாதிக்கலாம்.

NHRC’s international accreditation

On May 1, GANHRI deferred NHRC’s accreditation for the second year in a row. ❖ This process is governed by the U.N.-recognised Global Alliance of National Human Rights Institutions (GANHRI). ❖ NHRC has held an ‘A rating’ since 1999. ❖ It was due for re-accreditation by the Geneva-based body last year. ❖ The GANHRI unites 120 National Human Rights Institutions globally. ❖ The body is responsible for reviewing and accrediting NHRIs in compliance with the Paris Principles adopted in 1993.  ❖ The Sub-Committee for Accreditation (SCA) consists of sixteen ‘A’ status NHRIs, four from each region in the Americas, Europe, Africa, and the Asia-Pacific. ❖ The decision could affect India’s ability to vote at the Human Rights Council and some UNGA bodies.

THE Young University rankings 2024

Mahatma Gandhi University in Kottayam has retained its first position among Indian universities in the Times Young University Rankings 2024. ❖ These rankings list universities worldwide that are 50 years old or younger. ❖ The 2024 ranking includes 673 universities from around the world.  ❖ MGU is occupying the 81st position. ❖ Anna University and Bharathiar University from Tamil Nadu, along with the Indian Institute of Technology, Patna, are placed second to fourth in the Indian ranking.

MDL கப்பல் கட்டும் நிறுவனத்தின் 250வது ஆண்டு விழா
