பல்வேறு பிரிவினர்களின் மாணவர் சேர்க்கை

2014-15 முதல் 2021-22 ஆம் ஆண்டு வரை பல்வேறு பிரிவுகளின் கீழ் மாணவர் சேர்க்கை கணிசமாக அதிகரித்துள்ளதாக தேசியப் பிற்படுத்தப்பட்ட வகுப்பினருக்கான ஆணையம் (NCBC) தெரிவித்துள்ளது. தரவுகளின்படி, பட்டியலிடப்பட்ட சாதியினர் (SC) பிரிவைச் சேர்ந்த மாணவர்களின் சேர்க்கை 4.61 மில்லியனில் இருந்து 44 சதவீதம் உயர்ந்து 6.62 மில்லியனாக அதிகரித்து உள்ளது. அதே காலக்கட்டத்தில் சிறுபான்மையினர் வகுப்பினைச் சேர்ந்த மாணவிகளின் சேர்க்கையானது 42.3 சதவிகிதம் என்ற குறிப்பிடத்தக்க அதிகரிப்பைப் பதிவு செய்து, 1.07 மில்லியனிலிருந்து 1.52 மில்லியனாக அதிகரித்துள்ளது. 2014-15 ஆம் ஆண்டில் 1.641 மில்லியனாக இருந்த பட்டியலிடப்பட்டப் பழங்குடியினர் பிரிவினைச் சேர்ந்த மாணவர்களின் சேர்க்கையானது 2021-22 ஆம் ஆண்டில் 65.2 சதவீதம் உயர்ந்து 2.71 மில்லியனாக அதிகரித்துள்ளது. பட்டியலிடப்பட்டப் பழங்குடியினர் பிரிவினைச் சேர்ந்த மாணவிகளின் சேர்க்கை 80 சதவீதம் அதிகரித்துள்ளது. இதரப் பிற்படுத்தப்பட்ட வகுப்பினைச் சேர்ந்த மாணவர்களின் சேர்க்கை 71 சதவீதம் அதிகரித்துள்ளது என்ற நிலையில் இதரப் பிற்படுத்தப்பட்ட வகுப்பினைச் சேர்ந்த மாணவிகளின் சேர்க்கை இரு மடங்காக அதிகரித்துள்ளது. 2014-15 ஆம் ஆண்டில் 34.2 மில்லியனாக இருந்த உயர்கல்விச் சேர்க்கை 2020-21 ஆம் ஆண்டில் 41.4 மில்லியனாக உயர்ந்துள்ளது. 2021-22 ஆம் ஆண்டில் இது 43.3 மில்லியனை எட்டியது என்பதோடு இது 26.5 சதவீத அதிகரிப்பைக் குறிக்கிறது. 2014-15 ஆம் ஆண்டில் 15.7 மில்லியனாக இருந்த மாணவிகளின் சேர்க்கையானது 2021- 22 ஆம் ஆண்டில் 32 சதவீதம் அதிகரித்து 20.7 மில்லியனாக உயர்ந்துள்ளது.

Student Enrollment Under Various Category

❖ The National Commission for Backward Classes (NCBC) reported a significant increase in student enrollment under various categories from 2014-15 to 2021- 22. ❖ According to the data, enrollment of students from the Scheduled Caste (SC) category rose by 44 percent, from 4.61 million to 6.62 million. ❖ Minority female student enrolment also saw a notable increase of 42.3 percent, growing from 1.07 million to 1.52 million during the same period. ❖ Enrolment of ST students increased by 65.2 per cent, from 1.641 million in 2014- 15 to 2.71 million in 2021-22. ❖ Female ST enrollment was increasing by 80 per cent. ❖ There was a 71 per cent increase in OBC enrolment, with female OBC enrollment more than doubling. ❖ Enrolment in higher education grew from 34.2 million in 2014-15 to 41.4 million in 2020-21. ❖ It is reaching 43.3 million in 2021-22 and this marking a 26.5 per cent increase. ❖ Female enrollment rose from 15.7 million in 2014-15 to 20.7 million in 2021-22, a 32 per cent increase.

குடியுரிமைத் திருத்தச் சட்டத்தின் கீழ் இந்தியக் குடியுரிமை

2019 ஆம் ஆண்டு குடியுரிமை (திருத்தம்) சட்டத்தின் கீழ் விண்ணப்பித்த 300க்கும் மேற்பட்டவர்களுக்கு குடியுரிமைச் சான்றிதழ்களை மத்திய அரசு வழங்கியுள்ளது. டெல்லியில் சான்றிதழ் பெற்ற 14 பேர் 2013 ஆம் ஆண்டில் பாகிஸ்தானில் இருந்து வந்தவர்கள் ஆவர். இந்தியாவிற்குள் சட்டப்பூர்வமாக நுழைந்த பெரும்பாலான பாகிஸ்தானிய இந்துக்கள் குஜராத், சத்தீஸ்கர், ராஜஸ்தான், ஹரியானா, பஞ்சாப் மற்றும் டெல்லியில் வசிக்கின்றனர். மேற்கு வங்காளத்தைச் சேர்ந்த மாதுவாக்கள் மற்றும் நமசுத்ராக்கள் மற்றும் அசாமில் தேசியக் குடிமக்கள் பதிவேட்டில் (NRC) இருந்து விலக்கப்பட்டவர்கள் எத்தனை பேர் குடியுரிமைத் திருத்தச் சட்டத்தின் கீழ் விண்ணப்பித்துள்ளனர் என்ற விவரங்கள் தெரியவில்லை. குடியுரிமை இணைய தளமானது, விண்ணப்பதாரர்கள் பிறந்த நாடு குறித்து அறிவிக்க வேண்டும் என்றும் வங்காளதேசம், பாகிஸ்தான் அல்லது ஆப்கானிஸ்தானில் தங்கள் தோற்றுருவினைக் கண்டறியும் ஒரு ஆவணத்தையாவது சமர்ப்பிக்க வேண்டும் என கோருகிறது. மேற்கு வங்காளத்தில் உள்ள பயனாளிகள் எந்த ஆவணமும் இல்லாமல் இந்தியாவிற்குள் நுழைந்ததால், அவர்களால் இந்தச் சட்டத்தின் கீழ் விண்ணப்பிக்க முடியாது. மார்ச் 11 ஆம் தேதியன்று, 2024 ஆம் ஆண்டு குடியுரிமைத் திருத்த விதிகளின் அமலாக்கத்தினை உள்துறை அமைச்சகம் அறிவித்தது என்ற நிலையில், இது குடியுரிமைத் திருத்தச் சட்டத்தினை செயல்படுத்த உதவியது. இந்தச் சட்டமானது 2019 ஆம் ஆண்டு டிசம்பர் மாதத்தில் பாராளுமன்றத்தினால் நிறைவேற்றப் பட்டது.

Indian citizenship under CAA

❖ The Union Government granted citizenship certificates to more than 300 people who applied under the Citizenship (Amendment) Act (CAA), 2019. ❖ The 14 people who received the certificates in Delhi came from Pakistan in 2013. ❖ Most Pakistani Hindus who entered India legally are living in Gujarat, Chhattisgarh, Rajasthan, Haryana, Punjab, and Delhi. ❖ It was not known how many people from West Bengal, including Matuas and Nama sudras, and those excluded from the National Register of Citizens (NRC) in Assam, had applied under the CAA. ❖ The citizenship portal requires applicants to declare the country of origin, and also submit at least one document tracing their roots to Bangladesh, Pakistan or Afghanistan. ❖ Since the intended beneficiaries in West Bengal entered India without any documents, they are unable to apply under CAA. ❖ On March 11, the MHA notified the Citizenship Amendment Rules, 2024 that enabled the implementation of the CAA. ❖ The legislation was passed by the Parliament in December 2019

MATES Migration Scheme

❖ Australia announced the start date for the Mobility Arrangement for Talented Early-professionals Scheme (MATES) for Indian Nationals. ❖ According to the document, the MATES Migration Scheme will go into effect on November 1. ❖ This will create a new mobility pathway for 3,000 Indian graduates and earlycareer professionals.  ❖ Under the MATES scheme, Indian graduates and early career professionals (aged 18 to 30) with knowledge and skills in specific fields of study will be offered a new temporary mobility pathway to live and work in Australia for up to two years.

Kuruvai coverage 2024

❖ The Cauvery delta region, in the last five years have seen a perceptible rise in the average extent of coverage for the season. ❖ Kuruvai coverage rose by 40% above normal in last five years. ❖ The normal coverage, as worked out by the State Agriculture Department, is about 3.24 lakh acres for the delta. ❖ It covers the districts of Thanjavur, Tiruvarur, Nagapattinam, Mayiladuthurai, Ariyalur, Tiruchi and Cuddalore.  ❖ However, going by the average for the last five years, the figure comes to 4.57 lakh acres — a nearly 40% rise.
