தமிழ்நாட்டில் சம்பா/தாளடி சாகுபடிப் பருவம் - 2024

நடப்பு நீர் அளவீட்டு ஆண்டில் தமிழக மாநிலத்திற்கு சரியான நீர் வழங்கீடு இல்லை என்றாலும், டெல்டா பகுதியானது சம்பா/தாளடி சாகுபடி பருவத்தில் இயல்பை விட மூன்று லட்சம் ஏக்கர் பரப்பளவிலான சாகுபடியினைக் கடந்துள்ளது. இருப்பினும், இந்த அதிகப்படியான சாகுபடியானது இலக்கை விட சுமார் 1.25 லட்சம் ஏக்கர் குறைந்துள்ளது. ஏப்ரல் மாத இறுதியில் காவிரி நீர் வழங்கீடு ஆனது ஒட்டு மொத்தமாக 78.8 ஆயிரம் மில்லியன் கன அடியாக இருந்தது. 8.9 லட்சம் ஏக்கர் நிலப்பரப்பிற்கு பதிலாக (ஐந்து ஆண்டு காலச் சராசரியின் அடிப்படையில்) டெல்டா பகுதி சுமார் 11.93 லட்சம் ஏக்கர் சாகுபடியினை எட்டியுள்ளது. தற்போது சாகுபடி செய்யப்பட்ட பரப்பளவு சுமார் 11.67 லட்சம் ஏக்கர் ஆகும். சம்பா பருவத்தில் மட்டும் நேரடி விதைப்பு சார்ந்த சாகுபடி மேற்கொள்ளப்பட்ட நிலப் பரப்பு சுமார் 45.7% அல்லது 3.32 லட்சம் ஏக்கராக உள்ளது.

G7 நாடுகள் & அதன் நிலக்கரி இலக்குகள்

G7 அமைப்பின் உறுப்பினராக உள்ள முக்கிய ஜனநாயக நாடுகளின் ஆற்றல் அமைச்சர்கள் 2030 ஆம் ஆண்டுகளின் முதல் பாதியில் மின் உற்பத்தியில் நிலக்கரி பயன்பாட்டை நிறுத்த ஒப்புக் கொண்டனர். ஜெர்மனி தனது சட்டத்தில் கடைசியாக 2038 ஆம் ஆண்டிற்குள் நிலக்கரி ஆலைகளை மூடுவதற்கான இறுதி இலக்கை நிர்ணயித்துள்ளது அதே நேரத்தில் ஜப்பான் நாடானது அதற்கான நாளை நிர்ணயிக்கவில்லை. நிலக்கரி பயன்பாடு குறித்த ஒப்பந்தம் ஆனது, கடந்த ஆண்டு நடைபெற்ற ஐக்கிய நாடுகள் சபையின் பருவநிலை குறித்த 28வது பங்குதாரர்கள் மாநாட்டின் (COP28) படி புதைபடிம எரிபொருட்களின் பயன்பாட்டினைப் படிப்படியாக அகற்றுவதற்கான திசையில் ஒரு குறிப்பிடத் தக்கப் படிநிலையைக் குறிக்கிறது.

G7 & Its coal targets

Energy Ministers from the Group of Seven (G7) major democracies agreed to end the use of coal in power generation "during the first half of (the) 2030s.  ❖ Germany has written into its legislation a final target to shut coal plants by 2038 at the latest, while Japan has not set a date. ❖ The agreement on coal marks a significant step in the direction indicated last year by the COP28 United Nations climate summit to phase out fossil fuels.

75 Years of Diplomatic Ties with Indonesia

❖ Diplomatic relations between India and Indonesia were established in 1950.  ❖ It is marked by the visit of the Indonesian President and the signing of the Treaty of Friendship in 1951. ❖ Both nations were pivotal participants in the Bandung Conference of 1955, a landmark event in the history of the Non-Aligned Movement. ❖ They had established a Strategic Partnership in 2005, later elevating it to a Comprehensive Strategic Partnership. ❖ Indonesia is a key partner in India’s Act East Policy.

இந்தோனேசியாவுடனான 75 ஆண்டுகால அரசுமுறை உறவு

இந்தியாவிற்கும் இந்தோனேசியாவிற்கும் இடையிலான அரசுமுறை உறவுகள் 1950 ஆம் ஆண்டில் நிறுவப்பட்டது. இந்தோனேசிய அதிபரின் வருகை மற்றும் 1951 ஆம் ஆண்டில் நட்பு ஒப்பந்த கையெழுத்தின் மூலம் இது தொடங்கப்பட்டது. அணிசேரா இயக்கத்தின் வரலாற்றில் ஒரு முக்கிய நிகழ்வான 1955 ஆம் ஆண்டு பாண்டுங் மாநாட்டில் இரு நாடுகளும் முக்கியப் பங்கேற்பாளர்களாக இருந்தன. அவை 2005 ஆம் ஆண்டில் ஒரு உத்திசார் கூட்டாண்மையை நிறுவி, பின்னர் அதனை ஒரு விரிவான உத்திசார் கூட்டாண்மையாக மேம்படுத்தின. இந்தியாவின் கிழக்கத்திய நாடுகளுக்கு உகந்த கொள்கை வகுப்பு (ஆக்ட் ஈஸ்ட்) கொள்கையில் இந்தோனேஷியா முக்கியப் பங்குதாரராக உள்ளது.

High court on Town and Country Planning Act

❖ The Tamil Nadu Town and Country Planning (TTCP) Act, 1971 does not empower the State government to prevent private land owners from constructing buildings on their immovable properties by declaring them to be under ‘no development zones. ’ ❖ The government could only acquire such lands if they were required for any public purpose, such as maintaining the catchment area of a lake, the Madras High Court has ruled. ❖ They said that the government could not compel the landowners to do only agriculture on those lands. ❖ Though right to property was no more a fundamental right because of the deletion of Article 19(1)(f) from the Constitution, the right guaranteed under Article 300A (no person shall be deprived of his property save by authority of law) had been recognised as a human right too

நகரம் மற்றும் கிராம திட்டமிடல் சட்டம் தொடர்பான உயர் நீதிமன்றத்தின் கருத்து

1971 ஆம் ஆண்டு தமிழ்நாடு நகர்ப்புற மற்றும் கிராமப்புறத் திட்டமிடல் (TTCP) சட்டம் ஆனது, எந்தவொரு மேம்பாட்டு நடவடிக்கைப் பணிகளும் மேற்கொள்ளக்கூடாத மண்டலம் என்று அறிவிப்பதன் மூலம் தனியார் நில உரிமையாளர்கள் தங்கள் அசையாச் சொத்துக்களில் கட்டிடங்கள் எதுவும் கட்டுவதைத் தடுக்க மாநில அரசுக்கு அதிகாரம் அளிக்கவில்லை. ஏரியின் நீர்ப்பிடிப்புப் பகுதியைப் பராமரித்தல் போன்ற எந்தவொரு பொது நோக்கத்திற்காகவும் அத்தகைய நிலங்களை அரசு கையகப்படுத்த மட்டுமே முடியும் என்று சென்னை உயர் நீதிமன்றம் தீர்ப்பளித்துள்ளது. அந்த நிலங்களில் வேளாண்மை மட்டுமே செய்ய வேண்டும் என்று அரசு நிலஉரிமையாளர்களை வற்புறுத்த முடியாது என்று நீதிமன்றம் கூறியுள்ளது.  அரசியலமைப்பு சட்டத்தில் இருந்து 19(1)(f) பிரிவு நீக்கப்பட்டதால் சொத்துரிமை என்பது அடிப்படை உரிமையாக இல்லை என்றாலும், 300A என்ற பிரிவின் கீழ் உத்தரவாதம் அளிக்கப்பட்ட உரிமையானது (சட்டத்தின் அதிகாரத்தால் தவிர வேறு வகையில் எந்த நபரின் சொத்தையும் பறிக்க முடியாது) மனித உரிமையாகவும் அங்கீகரிக்கப் பட்டுள்ளது.

First Walrus Death from Bird Flu

❖ One of Norway’s Arctic islands recorded its first case of a walrus dying from bird flu. ❖ Notably, while bird flu primarily spreads through avian hosts like ducks and geese. ❖ Mammals have also been infected due to the consumption of infected birds and living close to other animals. ❖ A walrus which can grow to a weight of two tonnes mainly eats fish, but sometimes also consumes marine birds.

பறவைக் காய்ச்சலால் ஏற்பட்ட முதல் கடற்பசு உயிரிழப்பு

நார்வேயின் ஆர்க்டிக் தீவுகளுள் ஒன்றில் பறவைக் காய்ச்சலால் கடற்பசு ஒன்று உயிரிழந்ததாக பதிவு செய்யப்பட்டுள்ளது. பறவைக் காய்ச்சல் ஆனது முதன்மையாக வாத்துகள் போன்ற வைரஸ் சுமந்து செல்லும் பறவைகள் மூலம் பரவுகிறது. பாதிக்கப்பட்டப் பறவைகளை உட்கொள்வதாலும், பிற விலங்குகளுடன் நெருக்கமாக வாழ்வதால் பாலூட்டிகளும் இதனால் பாதிக்கப் பட்டுள்ளன. இரண்டு டன் எடை வரை வளரக்கூடிய கடற்பசு முதன்மையாக மீன்களை உண்ணக் கூடியவை ஆனால் இது சில சமயங்களில் கடல் வாழ் பறவைகளையும் உண்ணும்.

Pakistan's maiden Moon mission

❖ Pakistan's lunar mission iCube-Q was launched on board of China’s Chang’e 6 lunar probe. ❖ The iCube-Q orbiter would carry two optical cameras to capture images of the lunar surface.  ❖ It has been designed and developed by Pakistan's Institute of Space Technology (IST) in collaboration with China's Shanghai University and Pakistan's national space agency. ❖ The Chang'e-6 mission aims to collect soil and rock samples from the far side of the Moon.
